RTE in Schools

In the backdrop of reservations expressed by a section of private school managements over implementing the Right to Education Act, the Human Resource Development Ministry will hold a meeting next week to find a suitable admission procedure for schools.

Interacting with representatives of private school managements from Karnataka on Saturday, Human Resource Development Minister Kapil Sibal said the ministry would also evolve a consensus on the ban on screening students before admission.

The managements are wary of the Right to Education Act provision that makes it mandatory for private schools to reserve 25 per cent seats for students from the economically weaker sections of the neighborhood. They have also expressed their inability to maintain proper quality if the provision banning screening during admission is implemented. “How can we maintain our academic standard if we have to admit students indiscriminately,” M Srinivasan, president, Managements of Independent CBSE Schools Association-Karnataka, asked.

Sibal said the Act had banned corporal punishment, but the need for enforcing discipline was always recognised.

On the issue of providing midday meals to students from the weaker sections of society, Sibal said the Act had no such provision. “The RTE Act does not provide for compulsory meal in private schools. If that is an order from the Karnataka government, then you should take it up with them,” Sibal said.
