NCERT seeks agencies to build AI-enabled school videos in 22 languages

India’s school education body wants help making lessons that look like the videos students already scroll through. CIET-NCERT has put out a call for agencies to design, build and deliver AI-enabled digital learning content, from 30-second clips to short explainer films, in 22 Indian languages. Bids close on 22nd July 2026 at 10:00 AM, and everything moves through the government’s online procurement portal.

The work sits under the Central Institute of Educational Technology (CIET), the media and technology arm of the National Council of Educational Research and Training (NCERT). The plan is to feed this content into DIKSHA, the government’s national platform for school teaching and learning material.

Here is what the agencies would actually produce. Short-form videos of 30 seconds to 1 minute, meant for quick viewing on social media. Explainer videos of 2 to 3 minutes that walk through a concept step by step. AI tools would handle script writing, animation, voice generation, personalisation and lip-sync tuned to Indian language sounds. English is the base language, and content then gets adapted across the other languages.

One point the notice stresses: machines won’t work unchecked. It sets a Human-in-the-Loop (HITL) system, meaning subject experts, teachers and editors review and sign off on AI-made material before it goes out. Everything must line up with NCERT’s curriculum and be pitched to the right grade level.

Submission is online only, through the CPP Portal / eProcurement Portal. Shortlisted agencies must present their proposed solution in person. Each gets a slot of up to 30 minutes, and the deck can run to a maximum of 25 slides.

Who can apply

The eligibility bar is set for established firms, not newcomers. An applicant must be a legally registered entity in India with an office in the country, and must clear all of the following:

  • At least 3 years of experience in areas like AI-based content, digital media production or online platform development.
  • Profitable in at least two of the last three financial years.
  • Minimum average annual turnover of INR 2 crore over the last three years from relevant services.
  • A track record of either three projects worth INR 15 lakh or more each, or two projects worth INR 25 lakh or more each.
  • A team of at least 20 full-time professionals across content, AI, marketing and analytics.
  • Not blacklisted by any government body, with valid PAN and GST.

Responses that miss any of these get rejected outright. Agencies with questions can write to the email listed in the tender document before submitting. The notice is clear that this is an early-stage exploration, not a firm offer, and CIET-NCERT can change or withdraw it at any point.
