Scholarships

Ministry of Human Resource Development, Department of Education administers only those scholarships/fellowships which are being offered by the foreign countries under Cultural Exchange Programmes and other Programmes. The subject fields are generally chosen for those subjects for which facilities are available in the donor country and also keeping in view the national needs.

On receipt of the offer of scholarships/fellowships from the donor country, it is  advertised in Employment news/Rozgar Samachar, other leading newspapers and through circulars to States/UTs, Universities etc. giving all the details regarding amount of scholarship, age limit, educational qualification, experience etc. Application format is also published in the advertisement. No application form is supplied by the Ministry. The advertisements are published at different times for different schemes according to the time notified by the donor countries. However, tentative months, during which advertisements were published on the basis of offers received form foreign countries on the previous occasions are indicated for convenience. Future dates will depend on offers when received. These advertisements are published by the D.A.V.P. and desiring candidates should submit their applications by the last date indicated in the advertisement. No application is considered which is received after the due date. Offers are open to both employed and unemployed candidates. Employed candidates are required to submit their applications through their Employers with 'No Objection Certificate.' However, advance applications are also considered provided the `NOCs' are submitted to the Ministry in due course.

The scholarships/fellowships are awarded on merit on all India basis. The selection is made through a Selection Committee constituted of subject experts. Most of the scholarships are for doctoral and post-doctoral studies. Scholarships are also available at post-graduate level for language study, Fine Arts and some other subjects as being notified in each advertisement. All the details regarding scholarships would be available in the advertisement and the advertisement should be read carefully before submitting the application to this Ministry. Incomplete applications and applications for subjects other than what has been notified, are not considered. The decision of the Selection Committee on selection of candidates, is final. However, decision regarding award of scholarships rests finally with the donor countries. No scholarship is available to study at under-graduate level except language study.

Applications of candidates who are residing abroad, are not considered. Candidates who have been abroad for study/specialisation/training either on scholarship or on their own for a period exceeding six months are eligible to apply only if they have been in India for at least two years after their return from abroad on a specified date

Candidates should have adequate knowledge about India and the country for which application for scholarship is being submitted.

Country Wise Scholarship Information:

International scholarship – Belgium

Course: Post-Graduate Duration: 10 months No. of Scholarships: 3 Notification: Employment News/leading newspapers during the month of January Subject : Agronomy, Environmental Science, Micro-Electronics, Chemical Engg./Technical Metallurgy, Vet. Science, Eligibility: Graduation in the related subject with 60% or above marks with two years experience in the field for post-graduate studies.35 years or less

Allowance : Accepted scholars will receive:-

  • A monthly grant of 675 Euro during one academic year ( 10 months)
  • Reimbursement of Tuition fee.
  • An extensive medical and third party liability insurance.

Passage Cost: Traveling expenses from India to Belgium and back to be borne either by the candidate or his/her employer/sponsor

International Scholarship – Canada

Course : Ph.D./Masters Duration : 4 years for Ph.D. and two years for Masters. No. of Scholarships : 9 (6 for P.G. and 3 for Ph.D.) Notification: Employment News/Leading Newspapers  during the month of September

Value of Scholarships" Scholarships covers most direct economy class air passage (both ways), approved tuition and other compulsory university frees (excluding board and residence), personal maintenance allowance, approved medical and hospital expenses, Book allowance.

Subject : Political Science/International Relations with particular emphasis on Canada-India relations, Geography, Social Administration, Economic Planning, Management Studies and Computer Science.

Eligibility: Indian nationals residing in India. Age:- The applications will normally be accepted from those candidates who have obtained first Graduation/the Master's degree within the last five years as on September of the in-take year. The candidates must have completed tertiary education in English medium.The candidate must have completed Masters Degree in the relevant subject field securing 55% or above marks in Humanities and Social Science group and 60% or above marks in Engineering and Technology group, with two years teaching/research or practical experience after obtaining Post-graduate degree relating to the opted field of study.

International scholarship – China

Subjects / Fields: Chinese Language & Literature, Fine Arts, (Painting & Sculpture) Economics, History,  Bio-technology, Botany, Zoology, Environmental Science, Plant Breeding & Genetics, Fisheries, Political Science. Sericulture Agronomy

Duration: 1-2 Yrs No. of Scholarship: 25 Commencement of academic session: September Notification: Employment News/Leading dailies during the month of   January/Feb.

Eligibility : Indian nationals. Below 40 Years. Qualifications for Chinese Lang 2-3 Year Cert/Dip in basic Chinese Language from recognised Institution/University. Bachelor degree in Fine Arts with 60% for Fine Arts. For other subjects 60% marks at Post Graduates level with work research experience of two years.

Value: Scholarship covers expenditure on board & lodging Tuition fees pocket expenses which is paid by Chinese Govt. Passage Cost : Both ways is borne by Govt. of India.

Application Process: Application, duly sponsored by the employers (if employed) furnishing particulars (as per notified format) may be submitted on plain paper, by the prescribed date.

International scholarship – Czechoslovakia

Course: Doctoral Studies(Ph.D) Duration: As per rules of Czech Universities No. of Scholarships: 2 Subjects: Environment protection, Mining & Geology and Electronics/Elec. Engg. Notification: Employment News/leading newspapers during the month of December/January

Value of scholarship: 5500 Czech Crowns per month Accommodation, meal and transport under the same conditions as Czech students. Free emergency medical care and tuition fees. Candidates are required to pay initial expenses up to Czk 3000-5000 for various fees and charges, clothing etc. Passage Cost: To be borne by the candidate or his/her sponsor/employer

Eligibility: 35 years or less. Post-graduate degree with 60% or more marks in science/engineering/technology in the related subjects or equivalent qualification in the subject selected or in the allied field. A summary of topics and questions for study should be furnished. Language Course : Selected candidates who do not have the knowledge of Czech language are required to undergo language and preparatory course for 6-12 months depending on their command on Czech language.

International scholarship – Germany

Courses: Advanced Study/Research Duration: 1 yr No. oF Fellowships: 7 Notification: Employment news / Leading newspapers during the month of August/Sept. Subject: Mech. engineering, Electronics and Communication Engg., Bio-pharmacology, Metallurgy, Environmental Science, Bio-technology, Agriculture & Forestry, Vet. Sciences & Animal Husbandry, Electrical Engineering.

Special Features : The Fellowships are awarded for advanced studies/research at Universities/research institutions in Germany and not for a degree. Scholar working for their Ph.D. (except those applying under the sandwich-Model) are expected to complete their doctorate thesis before their departure. The Sandwich Model multi-phase scheme offers the applicant to carry out his research in India and in Germany under the supervision of an Indian/German guide according to previously drafted scheduled. The research stay in the Germany is not limited to a single visit; the fellowship holder could either complete his research at a German university/institute in one stage or carry out part of the work there, return to his home institute to continue the work and institute for consultation while the Ph.D. candidate is working there visit of the German Guide to India for consultation. Period of fellowship is preceded by a compulsory 4 months German language course to be conducted at one of the branches of the Geothe Institute in Germany.

Eligibility: 32 years as on 1st October, of every year (except those applying under the Sandwich Model Scheme, for whom the age limit is 36 years as on 1st October, of every year). Uniformly good academic record with 60% marks at Master's degree in the subject/related field. Candidates from the fields of Sociology and Economics should posses adequate knowledge of German Language. Experience 2 yrs consecutive teaching/research/practical training after obtaining the prescribed qualification. M. Phil. degree is counted as one year's experience. Preference is given to candidates having contacts with German Professors/placement at the German Institute. Letters from German Scientists/Professors confirming that the proposed research could be carried out at their Institutes are required to be furnished. Addle Requirements: Sufficient knowledge about Germany. Two yrs consecutive stay in India after return from abroad for study/training.

Value of Fellowship : (a) Maintenance allowance at the rate of DM 1800 per month (b) Free passage from New Delhi to the place of study in the Germany Republic of Germany and back. (c) Exemption from payment of university fees. (d) Special clothing allowance of DM 400. (e) Book allowance of DM 200 per year (f) Free tuition, boarding lodging plus pocket allowance during the period of the German language course (preceding/studies/research)

International scholarship – Greece

Subjects : Mathematics, Political Philosophy/Political thought. No. of Scholarship: One Duration: 10 months. Notification: Employment News/Leading newspapers during the month of November/December

Eligibility: Masters Degree with 60% or more marks.Two years teaching/research/practical experience Candidates should be pursuing studies in Universities or Research Centres.Below 40 years. Passage Cost: Travelling expenses from India to Greece and back to be borne by the candidate or his/her sponsor/employee.

Value : Monthly subsidy: 150.000 drachmas to Post Graduate or research scholars.Lump sum for establishment expenses: 20,000 drachmas for scholars who will reside in Athens and 30,000 drachmas who will reside in the province. Scholars whose scholarships is renewed are not entitled to this sum.A lump sum of 30,000 drachmas for transport expenses within the country to scholars who have to travel from their place of residence in order to perform the research program approved by the Department, provided that there is a justified proposal of the supervising professor.Exemption from tuition fees: it is underlined that, in the event that the postgraduate or research scholar wish to attend Greek Language Courses, they are not exempt from tuition fees which must be paid to the Modern Greek language College.Gratis medical care in the event of emergency, only in Public Hospitals.

International scholarship – Ireland

Course: Post-graduate Studies Duration: 1 Year No. of Fellowships: 6 Notification: Employment News and other Newspapers during the month of  February/March Subjects : Environmental Resources Management, Community Health, Remedial and Special Education and Developmental Studies.

Eligibility: Age:  up to 30yrs. Qualifications: First Class Bachelors' Degree in related subjects. Additional Requirements: Good knowledge about Ireland, 2yrs consecutive stay in India after return from abroad for study/training.

Value: Fellowships cover return travel from India, University fee, living allowance in addition to supplement for books, preparation of thesis, warm clothing etc.

International scholarship – Israel

Field of Study: P.D./Specialization(8 Months research). Duration: 8 month (research)/ one year for P.D. No. of Scholarships: 6( 4 for 8 months research and 2 for P.D.) Notification: Employment News/Rozgar Samachar & leading newspapers)     during the month of  December/January. Subject: International Relations, Judaism, Hebrew language, History of the Jewish people, Agriculture, Political Science.

Eligibility: Age 35 years. Candidate should have 55% marks or more marks for Humanities. For Agriculture 60% or more marks and two years research/work/teaching experience. Candidates who are staying abroad will not be considered. Candidate who are already abroad for more than six months for study/research/training are eligible to apply only if they stayed in India for two consecutive years after their return from abroad.

International scholarship – Italy

Category 'A'

Three scholarships of six months' duration each to pursue the Corso Supedore (Level V) of Italian language at the University of Foreigners, Perugia.

Eligibility:

  • Graduate or equivalent degree from a recognized University.
  • Good knowledge of Italian
  • Possession of diploma of Level IV  from the University of Foreigners, Perugia.
  • Age not to exceed 45 years.

Category 'B'

  • Fourteen scholarships of three months' duration each to pursue Corso Medio
  • (Level III & IV) course of Italian Language at University of Foreigners, Perugia.

Category 'C'

  • Four scholarships of one month's duration each to pursue Corso Straordinario of Italian Language at the University of Foreigners, Perugia.

Eligibility for Category B and C :

  • Graduate or equivalent degree from a recognized University.
  • Good knowledge of Italian.
  • Proof of knowledge of Italian language mandatory (like a diploma or certificate).
  • Age not to exceed 45 years.

Scholarship Amount: Selected candidates will get an amount of  1,200,000 Lire per month as scholarship amount.  The above mentioned amount is inclusive of stay in Italy as well as the course fee which is reduced to 50% for all scholarships holders. No international travel cost to and from Italy or local travel cost while in Italy for any Category of the above Scholarships will be paid either by the Government of Italy or by the Government of India.  Therefore an undertaking to the effect (as in Annexure-II) that the international travel cost to and fro Italy and local passage while in Italy (if any) will be borne by the candidates or his/her employers/sponsors should also be submitted along with application.

International scholarship – Japan

Subjects : Biotechnology; Biological Oceanography; Fibre-Optics; Laser Tech; Microprocessor Application/Tech; Opto-Electronics; Management studies, Earthquake Engineering, Quality and Reliability Engg (as applied to Electricity and power , Railway, Heavy Industry, Heavy Electrical, Electronics and Communication etc.); Remote Sensing; Robotics; Ship-Building, Fisheries, Japanese Language & Literature,  Japanese Studies and Transportation & Information System Engg.

Eligibility: Indian nationals residing in India.Age below 35 yrs. Qualifications for Japanese Language: Candidates who have enrolled in the Post graduate degree in Japanese language or completed undergraduate degree in Japanese language or completed Level 2 of JLPT conducted in Japan Foundation and have completed at least 3 years of Japanese language study in a University.  For Japanese Studies: Masters Degree.  For Ship Building, Bachelors' degree with 60% marks in the related field alongwith two consecutive years practical/research/teaching experience after obtaining the prescribed qualification. For Other Subjects:  Masters degree in the relevant field with minimum 60% marks alongwith two consecutive years practical/research/teaching experience after obtaining the prescribed qualification.

Value : Maintenance allowance to be paid by Government of Japan which covers study allowance, fee, part payment of medical expenses, accommodation etc. Passage Cost: Return air ticket is provided by the Japanese Government.

International scholarship – Mexico

Level:  P.G. and above.

Duration: 1-2 yrs Subjects : Spanish History, Literature, Linguistics, Economics, Demography, Asia & Africa. No. of Scholarships: 6 Commencement of academic session  : September/October Notification: Through circular to concerned Universities or through newspapers   during the month of   February or November

Eligibility: Indian nationals residing India. Age Below 45 years. Candidates should have a degree/Ph.D. from University. Additional  Requirements: Sufficient knowledge of geography, culture and heritage of Mexico; 2 yrs consecutive stay in India after return from abroad for study/training/specialisation.

Value:

  • Monthly maintenance allowance, Registration and college fee, medical insurance to be paid by Government of Mexico.
  • Passage cost: Travel expenses fro India to Mexico payable by the Govt. of Mexico.

International scholarship – Norway

Course : PG/M.Phil Duration: 2 years No. of Fellowships: Unspecified Notification :Employment News/Leading Newspapers During the month of September/October Date for sending nominations: 31st December

Subjects: Development and Resource Economics, Management of Natural Resources and Sustainable Agriculture, Social Change, Hydropower Development, Petroleum Engg./Petroleum Geo-Science, Fisheries Biology/Fisheries Management, Gender and Development, Health Science (International Health), Public Administration, Social Anthropology, comparative and International Education, International Community Health, Special Needs Education, International Fisheries Management.

Eligibility:

  • Resident Indian National.and the Qualifications needed for each subjects are
  • M.Sc. in Development and Resource Economics
  • Admission Requirements - Candidates should have at least a B.Sc. degree with 60% marks in aggregate in Agricultural Economics, Development Economics or Economics.

M.Sc. in Management of Natural resources and Sustainable Agriculture (MNRSA) Admission Requirements: Candidates should have atleast a Bachelor's degree with 60% marks in aggregate in agriculture, biology, forestry, wildlife or in social sciences.  Professional experience of 2-3 years in resource planning and management is desirable.

M.Phil. in Social Change, Specialising in Geography Admission requirements: Candidates should have atleast a B.A. degree in Geography with 60% marks in aggregate.  Candidates with B.A. in other Social Sciences with similar percentage of marks might also be considered for admission, if their first degree includes some subjects with the field of Geography.  Candidates must pass an English proficiency test (TOFEL, min. score 550 or IELTS, min. 6.0).

M.Sc. in Hydropower Development Admission Requirements : Candidates should have atleast a B.Sc. degree with 60% marks in aggregate, in Civil engineering (such degree should be obtained not before 25.10.1991) or equivalent and 2-5 years experience from planning, design and/or construction of hydraulic works. Candidates holding M.Sc. degree in Civil Engineering or equivalent will not be considered.

M.Sc. in Petroleum Engineering/Petroleum Geosciences Admission requirements: Candidates should have atleast a B.Sc. degree with 60% marks in aggregate, in Petroleum Geoscience or in Petroleum Engg.

Diploma/M.Phil. in Fisheries Biology and Fisheries Management Admission requirement: Candidates must have a first degree or Bachelor of Science (preferably with honours) in biology with special knowledge in aquatic biology.  A strong background in mathematics and statistics in advisable and also some filed experience.  Candidates should have atleast 60% marks in aggregate in their degree.

M.Phil. in Gender and Development Admission requirement - Candidates must have a Bachelor degree or its equivalent with atleast 60% marks including a concentration of course work corresponding to 1.5 years of full time study in a field or subject of specialisation relevant to gender and/or development issues.

M.Phil. in Health Sciences (International Health) Admission requirements: Candidates should be graduates with atleast 60% marks in aggregate, from school of medicine or dentistry, or from disciplines such as public health, nursing, nutrition, human biology, medical technology, pharmacy, social and behavioural sciences and international health.

M.Phil. in Public Administration Admission requirements: Candidates must have a University degree based on either (a) three year of studies or more from a recognised Non-Norwegian University or (b) Bachelor, Cand. mag.-degree or comparable degree recognised by the academic Collegium at the University of Bergen. Candidate should have 60% or more marks in aggregate in their degree.

M.Phil. and Social Anthropology (with emphasis on Human Ecology) Admission requirement: Candidates must have atleast Bachelor of Arts in Social Anthropology/Sociology with atleast 60% in aggregate.

M.Phil. in Comparative and International Education Admission requirements: A Bachelor's degree or equivalent with atleast 60% marks in aggregate (at least three years beyond the Norwegian minimum requirements for matriculation) is required.

M.Phil. in International Community Health Admission requirements: A Bachelor's degree or equivalent with 60% or more marks in aggregate is required.  English Language skills documented by either TOEFL test (min, 550 points) or IELTS band 6.0.

M.Phil. in Special Needs Education Admission Requirement: A Bachelor's degree or equivalent with atleast 60% marks in Special Needs Education or other relevant subject or A qualified teacher's training certificate followed by a minimum of one year's full time university or college study in Special Needs Education.

M.Sc. in International Fisheries Management Admission requirement: Candidates should have Bachelor of Science or Bachelor of Arts or Cand.mag. degree or equivalent with atleast 60% marks in aggregate with in Biology/Ecology and/or Economics/Organisation/Law.  They must have knowledge Mathematics and Statistics corresponding to the University's introductory courses in these subjects.

Value of the Scholarships: Centre for International University Co-operation (SIU) will pay a return air ticket from the fellows home country.A monthly allowance sufficient to cover food, rent and other ordinary living expenses will be paid by the middle of each month.An installation allowance equivalent to half a monthly fellowship allowance will be provided for deposit at the Student Campus, for warm clothing and extraordinary expenses.  Supplementary clothing must be covered from the regular monthly fellowship allowance. While in Norway Fellows attending the international courses are insured against major costs of medical attention through the Norwegian National Health Insurance Scheme (Dental care is not included).  SIU covers accident and life insurance for all courses participants. During the fellow's stay in Norway, SIU does not cover insurance against theft etc. when travelling outside Norway the fellow is not covered by SIU financed insurance. SIU does not take responsibility for accidents or for the loss of the fellow's luggage or personal possessions on the journey to and from Norway.  The fellow is, therefore advised to take out insurance before leaving his/her home country.

International scholarship – Portugal

Field of Study:

  • A. One Scholarship of a months duration for postgraduate studies/research in the field of education.
  • B. Second Scholarships for research work in the subject of Portuguese language and culture for a period not exceeding twelve months each.

No.of Scholarships: Six Scholarships of 8 months duration each for pursuing Annual course of Portuguese language & culture

Qualification :Scholarships are meant for post graduate, University teachers who know Portuguese language and with to undertake research in Portuguese language and culture. Applicants should possess Masters degree in the concerned subject. Only the candidates who have secured admissions/acceptance in a Portuguese Institute/university may apply. The applicants should not be more than 45 years of age.The applicant must be enrolled for Portuguese Studies in any Indian University.Good knowledge of Portuguese language.

Scholarship Amount: Value:-The Government of Portugal will pay an amount of € 500 (equivalent to INR 21,000) per month.. However, the first month's grant will be € 825 equivalent to INR 34,500).  Payment of registration and tuition fees will be paid by candidates themselves. Passage Cost : From India to Portugal and back will be borne by the candidate themselves or their employer/sponsor.

Employed persons are expected to send their applications through employers. However advanced application may be considered if the `NOC' from Employer can be produced at the time of interview.

International scholarship – Syrian

Course: Graduate Duration: 4 years No. of Scholarships: 5(Five) Notification: Employment News/Leading newspapers during the month of May/June Subjects: Arabic Language & Arabic Literature. Eligiblity: 10th Pass with 60% or more marks.No age limit. Allowance: 1875 Syrian Pounds, medical expenses recommended by medical officer, accommodation. Passage Cost: To be own by the candidates.

Course: Clinical Training in case of Medical field/Post-graduation/Ph.D. Duration: 1 yr in case of Post-graduation/1yr.clinical Training/3 yrs. In case of Ph..D. No.Of Scholorships: 55   (22 are for Ph.D. and 33 for Master's Programme including one year clinical training in Medical field ) Notification: Employment News / Leading newspapers  during the month of    August/September Value of Scholarships : Scholarships cover tourist-class air passage (both ways) fee, adequate maintenance and other allowance.

Subjects : Medicine (UK) - Cancer Research (including Cancer epidemiology); Cardiology, Gynecology, Medicine and Dentistry. Scholarships are assigned for project oriented training in higher techniques and methodology and are not for generalised training/studies leading to a degree or diploma. Engineering & Technology- Electronics; Environmental Studies; Remote Sensing Technology; Communication Engineering; Bio- Technology/Biochemical Engineering; Robotics. Science (Pure & Applied) - Mathematics; Molecular Biology; Physics and Chemistry (including Pharmaceutical/Medicinal Chemistry). Agriculture & Allied Fields - Animal Husbandry; Agronomy and Forestry. Humanities & Social Sciences - History; sociology; Management Studies; Fine Art; (including Western Painting, Art History, Graphic Design and Sculpture); Economics, Philosophy, Psychology, Computer Application, Law and English.

Eligibility : Indian national residing in India. The applications will normally be accepted from those candidates who have graduated first Master's degree as per requirement within the last ten years as on October of the in-take year.The Candidates must have completed tertiary education in English Medium.

(A) For Master' Degree: One must have completed Bachelor's Degree in one of the above indicated subject fields securing 55% or above marks in Humanities and Social Science group and 60% or above marks in Medicine, Engineering & Technology, Science and Agriculture group. Candidate should give one page academic justification for pursuing Master Degree course in U.K.

(B) For Ph.D : One must have completed Master's Degree in one of the subject fields indicated above securing 55% marks in Humanities and Social Science group and 60% or above marks in Medicine, Engineering and Technology, Science and Agriculture group with two years teaching/research or practical experience after obtaining Post-graduated degree relating to the opted field of study.Academic year commencing from October.
