I’ve passed Higher Secondary Examination(+2) with 93% marks in 2009.I belongs to OBC category.Can i apply for Central Sector Scholarship?

dear sir,
i have been awarded the scholarship last year.i need to renew my scholarship.my query is that whether it is necessary to attest the mark list.since the original mark list is not available(only the copy from university website is available),the college office has not attested it.what shall i do?plz respond as fast as possible.

I have a question for you that my brother got only 65% marks in Xth CBSE board examination,but he has a talent to give this scholorship because he is topper in NTSE.and he is sure to crack this,but he is not eligible,then how could he do this?
